On August 21, 2024, a meeting of the Aviation Security Committee (ASC) of Airports of Ukraine Association (AAUCA) was held in the conference hall of Terminal D of Boryspil International Airport.
The meeting was attended by deputy directors, heads of services, aviation security specialists of airports and airlines, heads of the State Aviation Administration's aviation security department, specialists of training centers, heads of law enforcement agencies, representatives of manufacturers and service providers of aviation security equipment, in total about 30 people.
The present aviation security specialists, who are responsible for the state of aviation security at airlines, had the opportunity to communicate with colleagues, partners, ask questions and receive answers from both suppliers of aviation security equipment and heads of the State Aviation Service's aviation security department, share their achievements and problems.
The meeting was opened by AAUCA President Petro Lipovenko, who spoke about the activities of the Association during the period of martial law, and emphasized the challenges that airlines may face during the resumption of air transportation after a long pause and the tasks facing the heads of departments and the Aviation Safety Committee.
Petro Lipovenko drew attention to the timeliness, relevance and importance of holding a meeting of the AMR Committee, as information on the state of affairs in airline companies and the timely implementation of European-style regulatory and technical documentation will be able to really influence and estimate the time and costs of resuming operations, and, if possible, use the assistance of international partners in terms of grants.
The participants listened with great interest to the information provided by Valentyn Miziuk, Deputy Head of the Department of Aviation Security of the State Aviation Service of Ukraine, and discussed in a dialog the following:
- The current state of aviation security in airlines, including the next recertification of security units, certification of registered agents,
- Implementation of regulatory and legal regulation in the field of aviation security in accordance with current circumstances,
- the State Aviation Security Program under martial law,
- Modern requirements for the training of aviation security personnel,
- Development and modernization of aviation security systems and equipment.
The information of the SASU representative was supplemented by ICAO Institute experts Tetiana Zagniy (Chairman of AAUCA's Committee on Security) and Rimma Oskilko. The meeting was held in an atmosphere of interesting presentations and lively discussions.
The event addressed the application of screening procedures using C2-compliant explosive detection system equipment, along with the use of C3-compliant equipment, simulators in airport security training centers, certification requirements and their cost, certification of systems, equipment, airport security units. screening in the mode of registered agents, preparation of security programs at airports and airlines in accordance with the guidelines, access to ICAO security documents, and others.
Presentations were made by companies that supply and manufacture aviation security equipment and facilities:
- Yuriy Vlasenko, Head of VATEK, and Valeriy Zaremba, Chairman of the Supervisory Board, on the company's activities and maintenance of inspection equipment used at customs
- Sergiy Baranovsky, Head of Aviation at Robert Bosch Ltd, on the latest developments of the company in various fields, especially analytical equipment for cameras and security systems
All representatives of the manufacturers assured that they are ready to support operators in supplying equipment and services when air transportation resumes.
The Committee decided to:
1.To apply to the CAAU for the possibility of revising the Resolution of the Cabinet of Ministers No. 819 of 1993, which is morally outdated and does not meet modern requirements for the cost of certification of aircraft equipment that is already certified in Europe and is not produced in Ukraine.
2.To hold a seminar “Topical issues of regulatory and legal regulation in the field of aviation security” for the heads of aviation security departments of airlines in September 2024 on the basis of the ICAO Institute of the National Academy of Sciences of Ukraine.
3.With the help of grant support, to obtain and implement a computer simulator of X-ray television introscopes and computed tomographs in the ICAO Institute's training programs, designed to train and certify aviation security specialists in the interpretation of X-ray images and the detection of prohibited items for transportation.
