02/15/2018 at the initiative of Association "Airports of Ukraine" CA (AAUCA) in State Aviation Service was held a round table on "Procedure and rules for the implementation of mandatory aviation insurance civil aviation" dated 06.09.17, No. 676, which came into force and is valid from 20.12.2017. The event was attended by about 40 people who represented airports, handling companies, airline companies, fuel depots, keyteregni, insurance companies, air traffic service providers.

Airport representatives noted that weaknesses were identified at the discussion stage of the AAUCA draft resolution, such as high minimum insurance limits for airport operators and certified terrestrial operators, non-European approaches to defining minimum insurance limits and their criteria, which are not One letter, starting in 2015, was sent to the State Aviation Administration. Unfortunately, then the developers of the document did not consider the opinion of specialists. And already today, when everyone realized that the above-mentioned Resolution could not be implemented, it is necessary, as always, to take urgent measures to resolve the situation, since nobody doubts that insurance is necessary.

According to the participants of the event, insurance in accordance with the provisions and norms of this Regulation will lead to a significant increase in the cost of air transportation, which is contrary to the policy of the State regarding the availability of air transport by reducing its cost, because all costs, one way or another, are transmitted to the passenger. Norms of the Resolution are also discriminatory for small and medium-sized companies in the aviation industry (handling companies, CPCs, etc.) who are financially unable to pay foreseen insurance premiums, which are determined from the scope of airports as a whole, rather than the market share served directly by these companies. It is very good that the leadership of the State Aviation Service joined the conversation - acting First Deputy Chief SM Korshuk, under whose chairmanship the meeting was held.

At the event, unanimously, a decision was taken on the need to amend the said Resolution and agreed to set up a working group with the involvement of business representatives and non-governmental organizations to prepare such changes.

From AAUCA until February 20, 2018 candidates for the working group will be submitted to the 22.02. hold the first meeting.
